With the goal of offering development, education and growth opportunities for ice hockey officials from the states of Illinois, Iowa, Kansas, Missouri, Nebraska and Wisconsin, the Central District Officiating Experience provides officials the chance to experience a USA Hockey camp-like atmosphere. MIHOA and Winterland Ice Hockey will co-host a Try Reffing for Free session at Webster Groves Ice Arena on Saturday, May 22, 2021. This event is open to anyone who is interested in learning what it's like to be an on-ice official. The event will include short informational sessions covering basic officiating information, an on-ice clinic and a chance to skate as an official in a controlled game-situation setting. 

Who Should Attend:
The event is open to players, coaches, parents and other individuals who may be interested in becoming an ice hockey official. Note: to be eligible for membership with MIHOA for the upcoming (2021-22 season), officials must be at least 14 years old as of December 31, 2021.

All participants taking part in the on-ice session are required to have their own skates, warm-up pants & jacket and a helmet with either a half-visor or full shield attached. A limited number of helmet/visor sets will be available to borrow on the day of the event. Full officiating equipment is not required. Bring a whistle if you have one.

Registration for MIHOA-conducted USA Hockey virtual classrooms opens on Monday, July 20. NEW THIS YEAR, seminar registration will happen via the USA Hockey courses site. There will be zero fee to register via the USA Hockey website. Registration will be limited for each session, so members are encouraged to register early.

Returning officials who are registering for Level 2, 3 and 4 are required to attend a single virtual classroom session. Sessions are scheduled to last 2-3 hours and multiple sessions will be offered on weekday evenings in August, September and October. For Level 2, 3 and 4, optional ice sessions will be held on August 8, September 13 and October 3. Level 2 officials are STRONGLY ENCOURAGED to attend an ice session.
 
Closed book exams for Level 2, 3 and 4 officials will be conducted via an online platform that is being developed by USA Hockey. Officials will take the exam online and will be required to finish the exam in one sitting. Officials will receive instructions via email from USA Hockey after completion of their virtual seminar.
 
Level 1 seminars will be conducted in three parts: two virtual classroom sessions (held on weekday evenings) and one mandatory, in-person off-ice/on-ice clinic held on August 8, September 13 or October 3. Level 1 officials are REQUIRED to attend both virtual classroom sessions and the in-person off-ice/on-ice clinic.
 
All virtual classroom sessions will be held via Zoom videoconference, with access details emailed to seminar registrants approximately 60 minutes prior to each session.
 
All in-person events will adhere to state, county, local, and rink safety guidelines. Additional information and a separate link to register for ice-sessions will be provided during virtual seminars.
 
A $10 per member seminar administration fee will be collected by MIHOA. This fee has been $20 in the past several years and was as much as $70 at one time. This fee is implemented to defray the expenses of conducting the online virtual classrooms, ice sessions, and other related expenses. ]]><![CDATA[2020-21 Certification Seminars: What We Know and What to Expect]]>Sat, 11 Jul 2020 19:31:50 GMThttp://www.mihoa.com/blog/2020-21-certification-seminars-what-we-know-and-what-to-expectMany of our members (and potential members) have questions about how MIHOA-sponsored USA Hockey certification seminars will be conducted this season. Here is an update, with the understanding that some of the information is still tentative and subject to change based on unknowns and uncertainties.
 
CLASSROOM INSTRUCTION
This portion of seminars will be conducted virtually. Length of virtual classroom for Levels 2, 3 and 4 will be approximately 3 hours, conducting in one session. Length of virtual classroom for Level 1 will be approximately 6 hours, broken into two parts. Virtual classroom instruction will be held on weekday evenings prior to our established ice times. Specifically: August 3 thru 6; September 8 thru 10; September 28 thru October 1. 
 
REGISTRATION FOR VIRTUAL CLASSROOM
MIHOA members (and potential members) will register for the virtual classroom portion of seminars via the USA Hockey website. Virtual classroom sessions that are conducted by MIHOA are scheduled to be posted sometime before July 20. There will be zero fee to register for virtual classrooms via USA Hockey.
 
LOCAL SEMINAR ADMINISTRATION FEE
MIHOA does not charge a fee to become a member. However, there is a fee to attend seminars. This fee has been $20 in the past several years and was as much as $70 at one time. For the 2020-21 season, the MIHOA Board has established a $10 per member seminar administration fee. This fee is implemented to defray the expenses of conducting the online virtual classrooms, ice sessions, and other related expenses. Details on how to submit this fee will be posted later.
 
NEW OFFICIALS ONLY
A mandatory off-ice clinic will be conducted prior to on-ice instruction. Clinic will cover basic mechanics, positioning and local topics. Length to be 60 minutes.
 
SKATING INSTRUCTION
Per MIHOA and USA Hockey Local Supervisor, optional but encouraged for returning MIHOA officials. Mandatory for new, level 1, officials. Dates/locations for ice times: August 8 (Creve Coeur); September 13 (Centene); October 3 (Centene).
 
REGISTRATION FOR SKATING INSTRUCTION
A separate registration process will be held for on-ice instruction. This will allow us to limit attendance and ensure that we are following state, county, local and rink safety guidelines.
 
ONLINE TRAINING
USA Hockey online training modules will continue in the same manner as years past.
 
OPEN BOOK EXAMS
USA Hockey open book exams will continue in the same manner as years past.
 
CLOSED BOOK EXAMS
All exams that were formerly closed-book (Levels 2, 3, 4) will be conducted online for the coming season via a website managed by USA Hockey. Details are still being finalized.
 
WHAT TO EXPECT
In the coming days and weeks, returning members should look for email(s) from MIHOA leadership. Current information will also be posted on www.mihoa.com.
 
WHAT YOU CAN BE DOING NOW
In anticipation of the registration opening for seminars, here are some things you can be doing now:
 
  1. Register as a member of USA Hockey. Required every season for officials of all levels.
  2. Complete your USA Hockey SafeSport training. Required for all officials born in 2003 (or earlier) by June 1 of the current year.
  3. NEW. Complete USA Hockey’s new background screening. Required for officials who are 18 years-old (or older) by June 1 of the current year. This replaces the Missouri Hockey background screening from years past.
  4. Start your USA Hockey online education modules. Required for all levels.
  5. Take your USA Hockey officiating open book exam. Required for all levels.

The MIHOA Annual Membership Meeting will be Thursday August 13, 2020 at 7pm by Zoom virtual meeting call.  Call in information will be posted prior to the meeting. 

Board of Directors Elections
Board of Directors elections will be conducted electronically starting on Friday August 14th, 2020 and ending on Sunday August 16, 2020.  Information on accessing the electronic ballot will be posted prior to the voting start date.  Below is the candidate slate:

The Nominating Committee for the 2020 MIHOA Elections has assembled a slate of potential candidates for the various officer and board positions that are about to expire. The voting will take place between Friday August 14th, 2020 and ending on Sunday August 16, 2020.  Please make time to vote for those whom you believe can best serve our organization.

Three Director (Board) positions will be voted upon. Members currently holding these positions are Bob Cunningham, Larry Pirtle, and Terry Farrar.

The candidates for Directors are:
  • Wayne Kidd
  • Bob Cunningham
  • Larry Pirtle
  • Kevin Buchanan
  • Terry Farrar

In addition to the Directors, three Officer positions will be open. Members currently holding these positions are Bill Baker (Treasurer), Jerry Burt (VP Adult) and Teppai Sakuma (VP Scholastic).

Per MIHOA By-Laws, balloting guidelines are as follows:

Section 4. NOMINATIONS. The Nominating Committee shall forward to the Active members, no less than 30 days before the annual business meeting, one or more nominations for each seat on the Board that is vacant or is about to expire.
Section 10. ELECTIONS. Election of Directors and officers shall be held annually at the April business meeting with all Active members being given no less than 30 days written or e-mailed notice of such election meeting and the candidates for each office.

Section 10.1 VOTING ELIGIBILITY. Only Active members shall be eligible to vote.

Section 11. BALLOTING. Except as described in Section 11.2 (below), balloting shall be by secret ballot by Active members present at the annual business meeting. If a tie vote occurs, there shall be an immediate run-off election between only those candidates who were tied with the most votes in the first balloting. If at the end of the second ballot the candidates remain tied, a third ballot shall be held. If the candidates remain tied at the end of the third ballot, the Board of Directors in office immediately preceding the election shall decide the election within thirty (30) days.

Section 11.2. ABSENTEE BALLOTING. Pursuant to guidelines and procedures established by the Board of Directors, any Active Member who has personally attended at least two of the regular membership meetings (excluding the annual meetings) held in the twelve months prior to the election, will be allowed to submit their vote in the annual elections by absentee ballot, including by electronic means. For the purpose of satisfying the attendance requirement, the member must physically attend the meetings.

1. Game participants will not be allowed in the rinks until 15 minutes prior to game. This includes refs.

2. Participants should arrive 30 minutes prior in order to go thru screening, which will be done by either Winterland rep or team managers. This includes refs. Screening to include temperature check and several questions. Refs will need to tell screener their name, address, phone and email.

3. 100.4+ temp or answering yes to any of the screening questions = not allowed in rink. No exceptions.

4. Masks required the moment they stand in line for screening, entering building, getting dressed and then getting undressed and leaving building.

5. Brentwood: one person allowed in ref closet in corner of rink. Additional chairs to be placed near room with 6-foot spacing. Webster: we will have access to first rink meeting room and also normal ref room for dressing room. Crews can stagger usage.

6. Suggested for refs to arrive partially dressed.

7. Everyone should limit excess contact throughout time in the rink.

8. No handshake post game. Refs should still say hello to coaches but from a distance.

9. Brentwood: games will have a 60-minute break in between so that rink staff can disinfect. If crews have multiple games with 60 minute break in between, they must leave the rink during break and reenter 15 minutes prior to next game. Screening to happen again.

10. Webster: games are scheduled back-to-back, with disinfecting of locker rooms and temporary locker room areas happening on a staggered basis. Participants MUST wait until all game participants (refs included) step on the ice for next game before they can exit the rink.

11. Both facilities: no loitering in lobby/stands/common areas. Enter 15 minutes prior - get dressed - play/ref game - get undressed - exit the rink.]]><![CDATA[Ice Hockey is Coming Back]]>Fri, 03 Jul 2020 05:00:00 GMThttp://www.mihoa.com/blog/ice-hockey-is-coming-backFellow MIHOA officials.  Ice Hockey is on its way back and we are getting request from leagues to provide officials for games.  Shortly we will be posting games on the MIHOA scheduling web site.  Please check the web site several times per day for new game postings.
 
As we start back up, please be aware of the below.  Also, keep in mind everything is still fluid and any day all the below could change.

  • Game assignments and scheduling will be accomplished by searching for and requesting games on the MIHOA Scheduling web site.  MIHOA VP’s will then assign games.  Games will not be assigned based on availability calendars until further notice.
  • MIHOA will be responsible for officiating the game based on hockey rules and will not be responsible for policing the COVID requirements such as social distancing on the bench or other non-hockey related rules.
  • Be aware of your own personal health issues and take them into consideration when deciding if you should work games.
  • As a MIHOA Independent Contractor you assume all the risk that comes with working games.  MIHOA is not responsible for your health.
  • Make sure you are symptom free when you go to the rink.  You will be screened prior to entering the rink and if do not pass the screening you will be sent home and could be subject to the MIHOA Policies and Procedures for games at the discretion of the MIHOA VP's or Board of Directors.
  • Officials must adhere to the Federal, State or Local governments COVID requirements and guidelines both on and off the ice which includes such things as:
  • Maintaining social distancing in dressing and locker rooms
  • Wearing face coverings when not on the ice
  • Keeping physical contact with others to a minimum both on and off the ice
 
At the rink:
  • Identify yourself as the referee for the game.
  • Most rinks will allow you in the building around 15 minutes before the start of the game
  • Most rinks will require you to wear a face covering to enter the building.  Make sure you have a face covering. 
  • You will be screened prior to being allowed in the building.
  • You should arrive at the rink dressed as much as possible.  Dressing or locker rooms may or may not be available.  Each rink will have different rules.

St. Louis County
  • Youth games are allowed.  Officiating Youth games requires you to wear face covering on the ice.  If you are not comfortable with blowing your whistle through the face covering you have the option to buy an electronic whistle. 
  • Adult games are NOT allowed.
 
Illinois
  • Youth games are allowed. 
  • Adult games are allowed.
 
St. Charles County
  • Youth games are allowed. 
  • Adult games are allowed.

On November 18, 2016 Mick Deaver, from Columbia, MO who played in St. Louis, love for playing hockey came to a crashing end. While playing for his Junior team the Boston Bandits Mick gained the puck in his own end, he began skating up ice when he suddenly lost his balance and collided with a player from the other team. It was a collision that has happened thousands of times but this one was the one in a million that changed Mick, his family and all that know him forever. The resulting collision left Mick with a burst fracture of the C5 vertebrae
and a quadriplegic. Mick and his father remained in New Jersey were Mick began his long road of recovery and adjusting to a new way of life.
 
The BeStrong29 Foundation, which is a 501(c)3 organization, was started to help and focus on supporting individuals, particularly youth, with permanent, but not limited to, spinal cord injuries and disabilities through grants, scholarships, research, and other forms of improving their lives and those of their families. The BeStrong29 Foundation will be offering scholarships to both Physical and Occupational students wishing to specialize but not limited to people with spinal cord injuries and disabilities. All MIHOA officials, youth-aged members, parents, siblings and friends are invited to attend MIHOA's 2020 Appreciation Event, Annual Meeting and Elections at the Centene Community Ice Center, practice rink for the St. Louis Blues.
 
This newly-combined event will include a fun pickup hockey game, refreshments & snacks, a special guest speaker, raffle for officiating gear/merchandise, and a presentation of certificates and awards for our young officials and other members.

And we will announce the Outstanding Young Official award winners, a special recognition for our young members who demonstrate commitment, positive character, work ethic and dedication. Additional MIHOA awards to be presented include the Making a Difference Mentor Award, Dedication Award and Achievement Award.

RAFFLE
All attendees of the Appreciation Event will be entered to win variety of merchandise, officiating gear and other prizes.

MIHOA’s Development & Education program will spearhead the effort with the goal of assigning its team of officiating mentors – who are also experienced MIHOA and USA Hockey officials – to serve as site supervisors at the various Blue Note Cup host rinks.

Much like a team’s coach, the role of the site supervisors will be to support, encourage and motivate the officials who are assigned to these important games. Site supervisors will emphasize the elements of a good official, which can be illustrated through the acronym HEAT. HEAT stands for Hustle, Energy & Enthusiasm, Awareness & Attitude and Teamwork.
 
In addition to observing games, site supervisors will also serve as a liaison between the officiating crews and tournament directors. They will also do their part to ensure a safe and fair playing environment, and to encourage sportsmanlike behavior by all game participants, which include officials, players, coaches, parents and other spectators. Performance feedback from the site supervisors will be an important part in determining which officials will be considered for championship game assignments.  
 
For the fourth consecutive year, the St. Louis Blues and the Missouri Hockey Youth Division will partner to host the Blue Note Cup, a season-ending championship hockey tournament for youth hockey players from ages 10-18. Preliminary round games are scheduled for February 20-23 at Affton, Brentwood, Centene Community Ice Center, Creve Coeur, East Alton, Fenton, FSI Shark Tank, Ice Zone, Kirkwood, Maryville University, McKendree, Pacific, Queeny, St. Peters RecPlex, South County, Webster Groves and Wentzville rinks. Championship games are scheduled for February 29 and March 1 at Centene Community Ice Center.

MIHOA's first membership meeting is scheduled for October 1, 2019 at 7:00 PM at Creve Coeur Ice Arena. Membership meetings include association news, updates from the MIHOA Board of Directors, important information from Vice Presidents/assigners & committee chairs, and more.

In addition to the above, experienced members will have the opportunity to donate used officiating equipment while newer members will have the chance to purchase used equipment (with proceeds benefiting the Bill McKenna Scholarship Foundation).

Also, the Development & Education leadership team will also be leading a special 30-minute session on how to get the most out of our OSWEB scheduling site. Topics will include:

Dear Coach: 

With the early part of the hockey season underway, MIHOA’s Development & Education leadership team is gearing up for another busy year. An integral part of the program’s efforts is to provide a safe, positive and supportive experience for our members, especially during the critical first few games of an official’s career. 

A new member’s first experience officiating is often filled with excitement, nervous energy, hesitation and uncertainty. That’s why our team of mentors, shadows and supervisors make a significant effort to be at the rink during a new member’s first-ever games. It can make all the difference, and is proving to be a crucial part of our retention goals.  

With this in mind, here are my top 5 notes and tips for coaches as they get their teams and players ready for the upcoming season:

#1 BE PATIENT: Please be patient, especially with our newer and younger officials. Unlike players, our new officials do not have practices to learn the craft of officiating. Please help us by being patient, understanding that mistakes will be made, and demonstrating sportsmanlike and mature behavior.

#2 MENTORS & SHADOWS: On-ice shadows/mentors and off-ice supervisors will be utilized again this season, especially to help coach and train new officials. Thank you for your help in supporting our training efforts. The shadow/mentor/supervisor is an excellent game-time resource if you have questions, need clarification, or would like to share comments.

#3 BE A COACH: Please focus on coaching and keep your conversations with officials short, to the point, constructive, and only regarding application of a rule (not to discuss judgement calls). Show the courtesy of asking an official if it’s okay to have a quick chat, step down off the bench, and have an eye-to-eye conversation. You may disagree with the officials at times, but that's part of the game. Avoid conversations regarding typical minor penalties or perceived “missed” calls...just get back to coaching so the game can keep moving and the kids can get as much ice time as possible. Consider waiting until the intermission or end of the game to have a conversation, if necessary.

#4 USE THE 24-HOUR RULE: Please practice the "24 hour" or "sleep on it" rule when considering submitting a report or sending an email. We want to receive feedback on our officials (because that’s how we can help them continue to learn/grow), but comments received shortly after a game will -- more often than not -- lack the perspective necessary to be constructive or helpful.

#5 STAY IN YOUR LANE: Please allow the officials to do their jobs. If the players play, the coaches coach, the spectators spectate, and the officials officiate -- and everyone stays in their lane -- the game will be more enjoyable for all participants. 

An official’s initial experience can make the difference between him/her being energized to get back on the ice for his/her second game, or wanting to simply hang ‘em up after only a few outings. Thank you for your help in supporting, developing and training our officiating future!

USA Hockey Executive Director Pat Kelleher announced this initiative via an overview video:
The information on this program will be disseminated with all MIHOA members as important points-of-emphasis, and the following video highlighting specific elements of the initiative should be viewed by the entire hockey community. 
According to the full program information, "the onus on modifying the culture lies with everyone in the game, from players, coaches and officials to media, parents, fans and administrators."

Established in partnership with Team Stripes, the curriculum involves access to the Team Stripes Systems platform featuring courses on how to improve officiating fundamentals, positioning, the mental game and more. The Team Stripes Academy is led by retired NHL referee Don Koharski, a respected official with 11 Stanley Cup Finals appearances who lived in St. Louis in the 1990s and 2000s.  
By providing these high-quality learning tools for a targeted group of MIHOA members, the goals of the curriculum are to improve engagement, expand development and increase educational opportunities for our officials. The result will be retaining more officials, especially during the formative early years of their officiating careers. 
 
The curriculum is open to MIHOA members who are between the ages of 14 and 35, who are certified USA Hockey officials with five or fewer years of experience, and who have officiated at least 10 games in their career. Members must apply for acceptance and will be expected to:
  1. Watch assigned modules by established due dates
  2. Participate in online education forums and webinars
  3. Complete periodic rules quizzes and other activities
  4. Other requirements as established by the MIHOA Development & Education leadership team
Completion of established objectives may be used by MIHOA leadership to consider participants for important tournaments, post-season assignments, showcases, camps and other local, regional and national opportunities. 

With the help of this new continuing education curriculum, MIHOA will continue to expand its membership and will be able to provide officiating services to the growing number of amateur hockey leagues and organization in St. Louis and surrounding areas. 
 
Application Process
MIHOA members who are interested in applying for the curriculum must complete a short application for consideration. If accepted, a member will receive access to the Team Stripes Systems platform. To ensure participation and engagement, a member’s progress will be monitored by the MIHOA Development & Education leadership team.

Held in cooperation with the Winterland Ice Hockey Friendship Games, this event features structured development, education and coaching of MIHOA’s younger and new members.

Participants will officiate several games in a short period of time and will receive coaching and supervision from members of MIHOA’s Development & Education team. The program is an excellent opportunity to prepare for the upcoming season.

What:
In partnership with the Winterland Ice Hockey friendship games, a weekend of structured development, education and coaching of USA Hockey officials who officiate games with MIHOA. 
 
Who:
Officials – Young and newer MIHOA officials who are certified as level 1, level 2 and level 3 during the 2018-19 season. The target age group is ages 13-30, however members of all ages are welcome to apply.  
 
Supervisors– experienced members of MIHOA’s Development & Education team, and veteran officials who will provide pre-game tips, shadow officials on the ice, provide in-game coaching during stoppages and intermissions, and postgame feedback.
 
When:
July 11-14, 2019. Majority of the games held on Friday evening, all-day Saturday, and all-day Sunday. Additional games may be scheduled for earlier in the week.
 
Where:
Main location - Webster Groves Ice Arena. Additional games to be held and Kirkwood, Brentwood and Creve Coeur rinks. 
 
Notes:
  • Officials will receive a normal game fee for workings these games.
  • Participants are strongly encouraged to commit to the entire weekend, allowing you to receive 2-4 supervision opportunities.
  • A pre-event conference call may be scheduled to review the expectations and guidelines for the weekend.  
  • Participants must be willing to accept performance feedback and work on those areas where improvement is needed throughout the course of the event and into the future.
 
Application Details:
  • MIHOA officials who would like to be considered for these games must submit a short online application. The application deadline is June 9, 2019.
  • Applicants must also update their Date Requests availability on the MIHOA Scheduling Site. Date requests must be submitted by June 15 as follows. You are encouraged to submit requests for ALL of the time slots listed to ensure you are available for the entire weekend.
    • July 9, 10, 11, 12 (games stating after 6 PM)
    • July 13 (morning, afternoon, evening)
    • July 14 (morning, afternoon)

PLEASE NOTE: preference will be given to officials who are able to commit to the entire weekend. Preference will also be given to officials who have not yet participated in our Summer Development Program.
 
Jefferson City Friendship Games
MIHOA will also be conducting a Summer Development Program weekend during the Squirt & Pee Wee Winterland Jefferson City Friendship games at Washington Park Ice Arena in Jefferson City. Dates are June 21-23, 2019. During these games, a similar development program will be conducted by MIHOA, focusing on the continued training and education of local Jefferson City officials and select officials from the St. Louis Metro.

MIHOA and Winterland Ice Hockey will co-host a Try Reffing for Free session at Webster Groves Ice Arena on Sunday, May 5, 2019. This event is open to anyone who is interested in learning what it's like to be an on-ice official. The event will include a short informational session covering basic officiating information followed by an on-ice clinic and a chance to skate as an official in a controlled game-situation setting.
